The development and exploration of new business cannot be separated from the improvement and optimization of policy environment. Since the launch of second-hand car export business, relevant departments have continued to optimize the supervision and service model to promote the standardized and orderly development of second-hand car export.
On April 26, 2019, the Ministry of Commerce, the Ministry of Public Security and the General Administration of Customs jointly issued the Notice on Supporting the Development of Second-hand Car Export Business in Areas with Mature conditions, supporting the development of second-hand car export business in 10 regions including Beijing, Tianjin, Shanghai, Zhejiang (Taizhou) and Shandong (JiNing). Specific requirements are put forward from the following six aspects: strict selection of export enterprises, strict implementation of registration and cancellation procedures for second-hand car transactions, ensuring the quality and safety of export products, ensuring overseas after-sales service, strengthening supervision and optimizing service.
In order to effectively guarantee the quality and safety of second-hand cars exported, China Automobile Technology And Research Center Co., LTD., together with automobile Dealers’ Chamber of Commerce of All-China Federation of Industry and Commerce and industry enterprises, has jointly compiled and published two group standards, The Export Inspection Standard for Second-hand Passenger Vehicles (T/CAS 357-2019) and the Export Inspection Standard for Second-hand Truck and Trailer (T/CAS 358-2019). The terms and definitions of second-hand automobile export inspection, the conditions of inspection institutions, and the technical requirements of inspection procedures, methods and limits are stipulated. In June 2020, on the basis of in-depth research, the standard drafting group added relevant inspection requirements for second-hand new energy passenger cars, second-hand passenger cars and new energy commercial vehicles to the above two group standards. The revised Export Inspection Code for Second-hand Passenger Vehicles (T/CAS 357-2020) and Export Inspection Code for Second-hand Commercial Vehicles and Trailers (T/CAS 358-2020) have been issued.
In the second half of 2019, the Ministry of Commerce, together with relevant departments, issued a series of supporting measures in the areas of license application, transfer registration of second-hand cars for export, and export clearance of second-hand cars, creating a standardized, orderly, efficient and convenient environment for the export of second-hand cars.
On November 9, 2020, the State Council general office issued by the “about promoting the development of the foreign trade innovation implementation opinions will used-car exports as a mode of innovative forms, an important content of cultivating new momentum of foreign trade, from the standard of management system, testing, after-sales service, industry organization request, pointed out the direction for the used car export work.
On November 23, 2020, to implement the opinion on promoting the implementation of the innovation and development of foreign trade “requirements, the Ministry of Commerce, Ministry of Public Security jointly issued by the notice about expanding the scope of the export business of second-hand car area, new ordos city, Tangshan city, Hebei province, Taiyuan city, Shanxi Province, Inner Mongolia autonomous region, Shenyang, LiaoNing province, such as 20 city states, The export business of second-hand cars has reached 30 regions, covering 25 provinces, autonomous regions and municipalities.
On March 12, 2021, in order to speed up the implementation of a unified national export inspection specification requirements, the Ministry of Commerce will develop the second-hand vehicle export quality standards “second-hand commercial vehicle and trailer export quality standards” as the first batch of 2021 business industry standard project plan, two industry standard is expected to officially released by the end of 2021.
In addition, a series of national and local policies to promote automobile consumption and stabilize foreign trade also regard the export of second-hand cars as an important means to activate the potential of domestic automobile consumption and cultivate new momentum of foreign trade growth.
After more than two years of practice, the second-hand car export management system has been constantly improved, the export process has been simplified, and the level of trade facilitation has been constantly improved. The export process has been formed, including domestic car collection, transfer registration, third-party testing, application for export license, customs export, vehicle cancellation and other links.
