On December 3, more than 400 used cars entered the Khorgos comprehensive security Zone after completing customs clearance procedures. Up to now, more than 1,000 used cars have entered the comprehensive security zone, and these cars will be exported to Kazakhstan in the near future.
It is understood that this batch of export vehicle categories are cars, construction machinery vehicles and excavators, etc., to meet the different needs of foreign customers. Zhu Xiaoyu, general manager of Khorgos Aihua International Freight Agency Co., LTD., introduced that the company has a total of 27 vehicles exported to Kazakhstan, which is the first time for the company to transit from the comprehensive protection zone. Enterprises enjoy a lot of preferential policies, such as early tax rebate, exemption of storage fees, not only reduce the cost of enterprises, but also improve the time limit of customs clearance.
Since 2021, Khorgos has focused on accelerating the export of second-hand cars and fostering new growth points of foreign trade, seizing the opportunity of second-hand car export, establishing a multi-department linkage mechanism, coordinating customs, border inspection and other functional departments to continuously optimize the supervision process of second-hand car export. Establish supporting service systems such as detection, customs declaration, warehousing and logistics, financial and credit insurance that adapt to the characteristics of second-hand car export in central Asian market, and promote the standardized and orderly development of second-hand car export business. From January to October this year, Khorgos Customs supervised and examined 270 export second-hand cars.
Guo Jiarui, deputy director of the First Supervision Department of Khorgos Customs, said, “We actively coordinated with relevant departments of docking ports, optimized the overall customs clearance process of second-hand car exports, opened special channels and set up special personnel to give full play to the effectiveness of the ‘boundary bridge handover’ mode to ensure that second-hand cars exported are immediately inspected and released.”
The state has positioned Khorgos as “an important window for China’s opening-up to the west, a new growth pole for Xinjiang’s high-quality economic development, and a demonstration area for border development and opening-up”, entrusting it with special mechanisms and policies. Khorgos gives full play to the advantages of comprehensive insurance zone plus supporting zone policies and the role of the platform for opening to the outside world, innovates and develops business types, providing a strong guarantee for the development of second-hand car export business.
