The orderly expansion of second-hand car export is an important measure to speed up the upgrading of domestic automobile consumption, smooth the domestic and international double cycle of automobile industry, and promote high-quality development of foreign trade. On October 26, the Ministry of Commerce issued “China’s used-car exports country guide (2021)” (hereinafter referred to as the “guidelines”), from domestic policy, market, enterprise, product dimension, process, and summarizes the combing of the current development of China’s export business of second-hand car situation, experience and analysis, points out that the used car companies are exploring diversified export model. The head of the Foreign Trade Department of the Ministry of Commerce said that China’s second-hand car export faces many favorable conditions and has great potential for future development. A series of measures will be taken in the future to promote the healthy and sustainable development of second-hand car export.
This year, with the continued recovery of import and export trade, China’s second-hand car exports are also rising in volume and price. In the first half of 2021, China’s exports of used cars increased 1.4 times and 3.3 times year-on-year, respectively, with the average unit price reaching $9,430, nearly double that of 2020, according to the guideline.The huge car ownership and second-hand car trading volume, as well as more cost-effective vehicles, more abundant models for China’s second-hand car exports provide a sufficient vehicle source.
“Guide” is put forward, in the long term, as the constant optimization used cars export services in our country, the business model for continuous innovation, constantly enhance its capability of enterprises to exploit market, improve product competitiveness and brand awareness, increasingly perfect overseas marketing and after-sales service network, China’s used-car exports is expected to the accelerated growth, export potential is bigger.
In recent years, China’s policies to promote the export of second-hand cars continue. On November 23 last year, the Ministry of Commerce, Ministry of Public Security jointly issued by the notice about expanding the scope of the export business of second-hand car area, the new Tangshan city, Hebei province, Taiyuan city, Shanxi Province, such as 20 city states, coupled with the first 10 provinces and cities, to carry out export business of second-hand car parts of the country 30, covering 25 provinces (autonomous regions and municipalities directly under the central government).
The head of the Foreign Trade Department of the Ministry of Commerce pointed out that the Ministry of Commerce will formulate and issue the industry standard of second-hand car export quality, put an end to the export of unqualified second-hand cars, study and formulate a unified national enterprise access standard, and establish a dynamic assessment exit mechanism; Summarize and promote the good experience and good practices of second-hand car export, and issue relevant promotion policies; China will continue to work out and issue the National Guide for The Export of Second-hand Cars, support enterprises in building overseas after-sales service systems, and guide the second-hand car industry organizations to strengthen self-discipline.
